Meet Wayne


Wayne proudly represents District 35-A (Northern Harford County) in the Maryland House of Delegates.  He was appointed by the Harford County Republican Central Committee to fill a vacancy and sworn in on January 7, 2008.  He now serves on the Environmental Matters Committee and its agriculture and transportation subcommittees.

Wayne is an attorney, small business owner, husband and father.  He’s a lifelong Marylander, who worked in his father’s garage (Tire Village in Bel Air) throughout high school, college and law school. 

In 1976, Wayne graduated from the University of Baltimore with a Bachelor’s in history, and received his law degree from the University of Baltimore School of Law in 1980.  He was admitted to the Maryland Bar in 1981 and is now the principal of the Law Offices of H. Wayne Norman Jr., PA, a respected Bel Air law firm.

Prior to being appointed to the House of Delegates, Wayne served on the Harford County Republican Central Committee from 1998 to 2008.  He also served on the Liquor Control Board for Harford County and on the Bel Air/Forest Hill Community Council.  Wayne serves on the Harford County Bar Association Executive Council and is a Past President of the Harford County Bar Association.

Wayne is mentor to law students and Harford County high school seniors, and has employed several students from the Arc Northern Chesapeake Region.  Students participating in high school work/study programs have been placed in Wayne’s law firm for many years.  In 2008, Wayne and his law office received the Employer Award of Merit from the Harford County Commission on Disabilities.

Wayne was born on November 3, 1955.  He is married with two children, both of whom are graduates of Harford County Public Schools.  Wayne is a lifelong Republican.
